Chiba Washington Hotel is located near JR Chiba Station and monorail Sakaecho Station. Mitsukoshi Department Store (Has supermarket on basement floor) and Yodobashi Camera is close to hotel. I booked Standard Twin Room. Room rate per night was 8,000 yen (not include breakfast, non-refundable). There are 2 single beds with bathroom. Room size is standard and has free Wi-fi. Room is clean and bed is comfortable.

From JR Tokyo station to JR Chiba Station
JR Sobu Line Rapid Service for CHIBA (40 minutes, 640 yen)
From Narita Airport
I don't recommend to take bus because it takes more time and expensive cost.
During rush hours, there are many people using this train line so please avoid during that time because it is crowded.
JR Sobu/Narita Line Rapid for KURIHAMA (45 minutes, 670 yen)
From JR Chiba station, go straight along the main road.
Hotel is on opposite side of Yodobashi Camera.
Go straight until see Nomura (red and grey sign) on the left side, turn left and you will see the entrance of hotel. 7-11 convenience store is opposite side (near Mitsukoshi Department Store).

There are 2 entrances. The above instruction is for taking JR to Chiba station.
If you take monorail, get off at Sakaecho station. There are elevators at this station. Go straight and hotel is on the right side.
There is sofa and desk. I think this room rate is reasonable. At this price if book hotel at Tokyo, room size is smaller and does not have sofa.
